Who is responsible?

i believe the goernemnt is responsible for taking care of its people. I think this because if we are expected to obey the laws set down by the governemnt, i believe tht we should be taken care fo if we are expected to follow them. It simply a give and take situation. If the governement protects the people the people will follow the government.
